Civil Air Patrol’s financial management goal is to promote and ensure the integrity of financial management practices and financial reporting. Each region/wing commander will ensure that the requirements of this regulation are met and will be responsible for all region/wing and subordinate unit funds.
Established in the regulations policies and procedures for administrating, auditing, accounting, and reporting of Civil Air Patrol (CAP) funds in accordance with The Single Audit Act (31 U.S.C. 7501 et seq.), Uniform Administrative Requirements for Grants and Agreements with Institutions of Higher Education, Hospitals, and other Non-Profit Organizations (OMB Circular A-110) (2 CFR Part 215), Cost Principles for Non-Profit Organizations (OMB Circular A-122) (2 CFR Part 230), Department of Defense Grant and Agreement Regulations (DoDGARs) (32 CFR 32.1 et seq.), the Constitution and Bylaws of the Civil Air Patrol, and the decisions of its Board of Governors, National Board, and National Executive Committee.
